2.3. Key Topic 3: Planning adaptation
KEY MESSAGES
- More than half of European countries (17) report they have made progress in identifying and assessing adaptation options. Nine further countries have said they will begin identifying and assessing adaptation options in the near future.
- Expert judgement has been reported as the method most often used to identify and assess adaptation options, often combined with other methodological approaches such as participatory processes.
- The adaptation options most commonly considered by countries are soft adaptation options, usually in combination with others such as green, grey or combined options.
- Priorisation of adaptation options has been carried out or is currently under development by a third of the countries (12), and eleven more European countries say they are planning to carry out this prioritisation.
- Biodiversity is reported to be the area that is the most advanced in terms of planning adaptation activities. In contrast, the water and agriculture sectors are the areas in which implementation of adaptation is reported to have been carried out the most (see Key Topic 6).
