    Sometimes I wonder if the critical role of govenrments is not a little exagerated. Or there must be much more other persons/organisations which play a critical role. 

    I see in the whole of the world, quite some NGO's and private companies doing a good job without any involvment of the authorities. 

    The reason of getting the authorities into the picture is possible because of these are the one's who were send the questionaires.
