KEY MESSAGES
- Public authorities play a critical role in adaptation action. They are in a unique position to identify and address current and future risks and opportunities.
- Public-sector interventions should complement and support adaptation activities taken by the market and private actors.
- In the last ten years, many policy frameworks have been developed to help improve the capacity of societies and economies to adapt.

Sometimes I wonder if the critical role of govenrments is not a little exagerated. Or there must be much more other persons/organisations which play a critical role.
I see in the whole of the world, quite some NGO's and private companies doing a good job without any involvment of the authorities.
The reason of getting the authorities into the picture is possible because of these are the one's who were send the questionaires.
