inputTotalValue - Conditional.

Required for all EQSD Annex I substances reported. Optional for other substances/parameters. Input = emissions, discharges and losses.

    It should be reported only for those substances/pollutans that pass the relevance criteria, if "relevance RBD Scale" is "Yes". For others it should be optional. For those substances not being relevant isn't possible to report the load. Conditional check: report if relevanceRBDScale is "Yes".

    We suggest to add the possibility to provide a short explanation if no input value can be provided (e.g. because of a lack of data).
