inputTotalType - Conditional.(InputTotalType_Enum)

Required for all EQSD Annex I substances reported. Optional for other substances/parameters. Distinction between total point and total diffuse expected for EQSD Annex I substances.

It should be reported only for those substances/pollutans that pass the relevance criteria, if "relevance RBD Scale" is "Yes". For others it should be optional. For those substances not being relevant isn't possible to report the load. Conditional check: report if relevanceRBDScale is "Yes".
