gwCharacterisationReference - Required.(ReferenceType)
There are no standard methodologies for the delineation and characterisation of groundwater bodies, therefore no targeted questions have been developed. Member States should, however, provide information relating to the initial characterisation and further characterisation of groundwater bodies. See Section 8.2.3.3 for the detailed information that is required.

How is this "required" when section 8.2.3.3. states: "This guidance is not intended to be comprehensive in terms of what the Member States have to include in their RBMPs or background documents, rather to provide certain concrete elements of information that the European Commission expects to find."
