Has WFD Article 9(4) been applied to drinking water abstraction (surface and/or groundwater), treatment and distribution?

    Unwise construction of reporting element. Hard to understand. Would be better to ask whether the cost recovery been applied on the water service, instead of refering to whether the service is exempeted/omitted from the cost recovery of article 9.1. Or highlite in answering alternatives Cost recovery is applied. Costrecovery is not applied accordning 9.4.
