It is quite unclear what is asked for here. the guidance states:
Total annual costs should exclude all annual costs of waste water treatment plant functioning.
Does it mean that for all types of measures already implemented we should exclude annual costs or is it just refering to waste water treatment plants?
Clarify: We undestand that it refers only to operational and maintenance cost of planned measures
It is not always possible to have the annualCosts (operational and maintenance) for all the measures separated from the investementCosts. It could be one schema element with the total costs (annual + investment).
EL supports this comment and the proposal for one schema element with the total costs.
