Land capacity adds up nlep 0-100 and Art.17 based indexes -10 to +10 for 2000, 2006 and 2010. 2000 uses the Pop index/2. 2006 uses Pop index values. 2010 uses (2 Pop + 1 Fut)/3 in order to smooth too sharp changes resulting from different assessment perspectives.
